The Hilltop Action Coalition was formed in the wake of the 1989 Ash Street Shootout by neighbors wanting to increase safety in the neighborhood through watch efforts and coordinated reporting. As the neighborhood changed, the focus of HAC has become more broadly focused on community growth, preservation, volunteerism and communication. In 2016, HAC began producing and distributing a community publication called the Hilltop Action Journal, furthering the organizations goal of being the communication anchor for the Hilltop.
